The letter was written on July 7 by former NHSRCL chief Satish Agnihotri to intervene in resolving the long-pending issues of the NHSRCL. He was sacked by the Railway Board on the same day on corruption charges. The letter mentioned the hurdles facing the project in Maharashtra.

The project could not be started in the state mainly due to problems related to acquisition of government lands and forest areas. Chief Minister Eknath Shinde has the support of the Bharatiya Janata Party (BJP). In such a scenario, officials believe that the project is now expected to start in Maharashtra. Agnihotri said in the letter that one of the biggest and long pending issues stalling the project was related to clearances under the Forest (Conservation) Act, 1980.

He said that the application for approval was made in March 2021 after compliance with the conditions and payment of mandatory fee, but the issue was still pending with the Maharashtra Forest Department. Agnihotri requested the Chief Secretary to intervene to resolve all the issues for making the land available in Thane and Palghar districts as soon as possible and expedite the acquisition of the remaining land.
